SEAWAPA, The SouthEast Asian Water and Power Alliance project is to:
  • trade minerals from region B to collect, transfer, distribute, recycle and create more freshwater from region A to deliver to region B
  • increase good production in regions A and B
  • expand the trade zone to include region C to increase region freshwater volumes
  • increase good production in regions AB and C
  • expand the trade zone to cover region ABCD to increase region freshwater volumes to exponentially increase good production to cover regions ABCD further to satisfy the whole world.

The Pacific Ocean west of the International Date Line sees more tropical cyclones than any other basin, while there is almost no activity in the South of the Atlantic Ocean, south of the Equator.  Desert locations: Central China, Central Eurasia, South Asia, South West Asia, North Africa and East Africa. Nearly one-third of the world's tropical cyclones form within the Western Pacific. That makes this basin the most active on Earth. Pacific typhoons have formed year round, with typical peak months from August to October. The peak months correspond to that of the Atlantic hurricane season. Along with a high storm frequency, this basin A also features the most globally intense storms ever recorded with most continental freshwater falls and can be stored in high altitude of the tropical landlocked country, Laos, ideal for mass production of all kind of goods.

    Following upon the release of "Nuclear NAWAPA XXI: Gateway to the Fusion Economy," here we explore a case study featured in that report more in depth: the proposal to build a Kra Canal across Thailand, SEAWAPA project starting in Laos, two good candidates for construction using peaceful nuclear explosions. This is a real "Asia Pivot," typifying the concept of peace through development, contrary to the Obama Administration policy of war in the region. CHALLENGES
    Due to over-abundance of freshwater, Laos is regularly flooded, a burden for basic infra-structure development. 


    By looking at the cyclones intensity, the Philippines suffer the most destructive powers followed by Vietnam at the west before continental landfall in Laos which is separated on its eastern border with Vietnam by a 1,000-km-long mountain range, the Annanitese Cordillera. The Mekong River runs alongside this natural barrier and has carved out deep channels.

    SEAWAPA BASIN


    Mekong River Basin
    The Mekong River is located in Southeast Asia. With its headwaters in the Tibetan Plateau, the river flows approximately 4,900 kilometers charging from its tributaries from north-eastern Thai and Lao rivers, flowing to its delta, located in Cambodia and Vietnam, before emptying into the South China Sea.

    A National Plan for Laos


    Thone’s first-phase idea, to dam the Mekong River and tributaries at appropriate sites in Laos, is inspired by NAWAPA. What makes it particularly feasible, is the geography of landlocked Laos, which is separated on its eastern border with Vietnam by a 1,000-km-long mountain range, the Annanitese Cordillera. The Mekong River runs alongside this natural barrier and has carved out deep channels which can be easily dammed. After generating hydroelectricity, the water and electricity can be piped to other countries. To do this, Laos needs the technical advice of the American water engineers guiding the NAWAPA project, for the best location and specifications of the dams.


    The best long-term solution for funding is seen as a form of America’s Credit System under Presidents Abraham Lincoln and Franklin Roosevelt, as proposed today by LaRouche, detailed at http://larouchepac.com/credit/. At the moment, funding for the dams, it is hoped, can come from Chinese and Japanese grants. China seems willing, as it is also willing to build a railway from China through Laos, to connect to the main railways in Thailand, Myanmar, Malaysia and Singapore where goods can be produced, processed, consumed and transported using SEAWAPA infrastructures in the area and export the excess around the world.  



     

    KEY INITIATIVE

    We propose to build Project SEAWAPA, as a safe, relatively inexpensive, as productive as NAWAPA Project with a much lower startup and ongoing operational cost, as well as a list of tangible benefits and advantages. One such example would drastically reduce the poverty level in Asia.

    Laos, commonly known as the “land locked country”, may have found its purpose as the future contributor or “battery” to neighboring countries.  Laos is strategically located in a key geographic area for the natural collection of freshwater through known rain patterns derived from typhoons, monsoons, natural condensation, Tibetan ice melt, and distribute them, year round, to neighboring Asian farms and industrial sites by means of pipeline transfer technologies. We further propose through the development of SEAWAPA, Laos would serve not only as the battery of Southeast Asia, but also as the battery of big part of the world. We would be able to safely and dramatically increase world food supply, drinking freshwater, clean and renewable energy for our planet population at a capital and operational cost far less than the China South to North Water Project, Ob & Irtysh Water Diversion Project, in addition to NAWAPA project.

    By producing goods and services that depend on freshwater and energy supply at the proposed site within tropical climate Laos, it would be a far more efficient use of resources, while greatly bringing aide to this small country of 7 million people. As the economies of China, Russia, India, Japan, among others and of the trans-Pacific are on the rise, and while the trans-Atlantic economy has already virtually collapsed, we would be able to build this solution that will bring world economy out of a Great Depression, or simply avoid it completely.

    This site would also serve as the main basic infrastructure for the Strategic Planetary Defense of Humanity as we may approach Ice-Age period among other threats to Human survival. 


    FRESHWATER OVERVIEW

    Freshwater is probably one of today’s most precious resources and vital for every lower form of everyday life. Besides the obvious Freshwater usage for drinking, washing and cooking, even more freshwater is needed for material developments we are consuming and services we are using. In some developing country such as North Africa, Russia and China, freshwater demand will exceed supply by 50%.

    Freshwater plays an important role in the world economy, as it functions as a solvent for a wide variety of chemical substances and facilitates industrial cooling and transportation. Approximately 70% of freshwater is consumed by agriculture allowing organic compounds to react in ways that ultimately allow replication, feeding viruses and every photosynthetic organism needs fresh and sea water to produce energy and generate oxygen by consuming CO2. All known lower forms of life depend on water.

    It takes around 3 000 liters of water, converted from liquid to vapor, to produce enough food and materials to satisfy one person’s daily dietary need. 10 billion inhabitants will need 30 trillion liters daily. There is increasing competition worldwide for water from industry, urbanization and biofuel crops. The secret of economy rely not on the things produced but rather on the order and moment which is consumed or transformed to new state.

    DIRECT AND INDIRECT WATER USE

    People use lots of water for drinking, cooking and washing, but even more for producing things such as food, paper, cotton clothes, etc. The water footprint is an indicator of water use that looks at both direct and indirect water use of a consumer or producer. The water footprint of an individual, community or business is defined as the total volume of freshwater that is used to produce the goods and services consumed by the individual or community or produced by the business.


    THE RELATION BETWEEN CONSUMPTION AND WATER USE

    "The interest in the water footprint is rooted in the recognition that human impacts on freshwater systems can ultimately be linked to human consumption, and that issues like water shortages and pollution can be better understood and addressed by considering production and supply chains as a whole," says Professor Arjen Y. Hoekstra, creator of the water footprint concept and scientific director of the Water Footprint Network. "Water problems are often closely tied to the structure of the global economy. Many countries have significantly externalised their water footprint, importing water-intensive goods from elsewhere. This puts pressure on the water resources in the exporting regions, where too often mechanisms for wise water governance and conservation are lacking. Not only governments, but also consumers, businesses and civil society communities can play a role in achieving a better management of water resources."

    FOR FOOD PRODUCTION

    • the production of 1 kg wheat costs 1 300 L water
    • the production of 1 kg eggs costs 3 300 L water
    • the production of 1 kg broken rice costs 3 400 L water
    • the production of 1 kg beef costs 15 500 L water


    FOR HOUSEHOLD PRODUCTS

    Not only is there virtual water in food, but it is in various products in common use:
    • Jeans (1 kg) contain 10 850 liters of embedded virtual water
    • A cotton shirt (medium sized, 500 gram) contains 4 100 liters of water
    • A disposable diaper (75g) contains 810 liters of water
    • A bed sheet (900g) contains 9 750 liters of water
    • A new car, depends on factory location, logistics, services and car size needs between 400 thousand to 1 million liters of water to produce it
    • A person uses on average 3 000 liters daily, virtually, and with future 10 billion inhabitant, 
    • Human will needs 30 trillion liters of freshwater daily from mother Earth. 
    That means the most economical way for Laos is to prioritize the export of high freshwater usage of goods or services with minimum finished weight and volume of products or services (exclude human, they are needed to run the system) before transporting fresh drinking water to location far away.

    If captured, this area of tropical storms, typhoons tracks above combined with monsoon rains and Tibetan ice melt, is the world biggest reserve of Freshwater per yearly average output, per capita, at high altitude and higher temperature.



    One of the most recent busy seasons, (from the 1959-2005 sample periods) was in 2004. Tropical storms form in any month of the year across the northwest Pacific Ocean, and concentrate around June and November in the northern Indian Ocean. The area just northeast of the Philippines is the most active place on Earth for tropical depressions to exist. Across the Philippines themselves, activity reaches a minimum in February, before increasing steadily through June, and spiking from July through October, with September being the most active month for tropical.


    The Lao geopolitical area which has the most continent rainfall in high altitude, in liquid form, with high possibility to extend the basin area, if developed, such as SEAWAPA, South East Asian Water And Power Alliance, drinking quality freshwater can be delivered to as far as South West Asia via China infrastructures, Myanmar, Bangladesh, India, Pakistan, Afghanistan, Iran or any other cheaper and feasible routes and completing a global Earth electric circuit and Freshwater networks as part or to support of the Strategic Defense of Humanity project, the SDH.

    The first 11 years of my life, I depended on naturally grown products of Lao forest, lakes, Rivers or seasonal rains fed harvests. Thirty years after, people don't have enough of those naturally produced plants or animals for new evolving world families, without 21st century method anymore.


    A litre of oil cost an average of US$1.00 including 50% taxes in most of civilized countries. A litre of water cost about US$5.00 including taxes in most of good restaurants. Remember that.







    SOUTH EAST ASIA WATER AND POWER ALLIANCE; SEAWAPA


    The full development of the vast interior of the continent through water management and transportation remains an unfulfilled mission for humanity. The immense and the world unique and most active typhoons and monsoons fed areas which is composes of Indochina in many ways remains a frontier whose potential can be unlocked through SEAWAPA. It is the basic economic infrastructure.

    Monsoon rain precipitations and the freshwater cycle, the second source of Laos’s freshwater supply: between Burma, South China, Vietnam, Laos and Thailand, second freshwater sources are supplied all year round which is the only continental region on earth that has major monsoons in addition to already most active Tropical Cyclones. As water is a very precious commodity; we cannot live without it for 24 hours.  We can sustain without oil for many days, as Petrol is an option not a necessity. In fact, the competition in water supply is the source of international conflicts that the “British Empire” is proudly sponsoring such as the Mekong River Commission and many NGOs for population reduction agenda.

    What is untapped is actually under the ground, deep in the earth crust, freshwater, minerals, rare earth elements, and fission/fusion energy.  This is a focus area, as well as using a minimal surface footprint to maximize energy flux density per person, per square kilometer in major cities and by keeping the biosphere higher for farming in other areas.

    Some Thai politicians have proposed that Bangkok is no longer suitable as the country’s capital. They suggest moving the capital to the east or northeast region of Thailand, near to Laos.

    The management of water is the key that will open the very bright future that will light up the period human had ever experienced. For that we need to eradicate the “British Empire” with their geopolitical manipulation, green policies, environmentalist lies, war games, pestilences, famines, genocides, economic crisis, media manipulations, population controls, maritime supremacy with landmasses development suppression, science and technology suppression for the mass, industrial monopoly and the list goes on, once and for all out of this planet and beyond. SEAWAPA is been conceived as one possible solution to help the collection and distribution segment of the overall Asian continental water management problem. In term of water, power, flood control, transportation and recreation of the facilities, more than half of Eurasia nation states will be directly benefited such as Vietnam, Cambodia, Thailand, Burma, Laos, China, Afghanistan, Pakistan, India, Russia and South West Asia countries.      To sustain more life we need more freshwater 
    By increasing the power of the earth to modify the weather pattern to create even more Freshwater. Our growing team includes students and full time Engineers, Scientists, Economist and above all, a team dedicated for the strategic defense of Earth and Humanity with some have built Tennessee Valley system of Dams, the South to North China Water diversion including Three-Gorges Dams and is working on NAWAPA (North America Water and Power Alliance) ready to create over 7 million jobs in the US alone, the Ob and Irtysh diversion project and many more.  
    SEAWAPA will be the most efficient as it started from an under-developed economy and won’t need intense nuclear power at long run and will produce higher energy flux density output per person, per square kilometer and will be ideal model to be implemented worldwide.
    The finance system will be two-tier banking system, with timely upgradable to Global Glass-Steagal Acts and Alexander Hamilton international fix exchange rate credit system for global mankind shareholding to end speculative gambling.  
    Instead of joining in a highly volatile game of encirclement against Russia and China, as The Empire's Military, NATO and the EU have been playing since the collapse of the Soviet Union, and instead of remaining hysterically silent about the obvious war plans against Syria and Iran to encroach Russia and China into World War III in order to save their bankrupted trans-Atlantic monetary system, whose apocalyptic consequences surely must be clear to everyone, we should decide upon a sovereign foreign policy which is in its own interests.
    As long as Russia, China, India, and other Asian nations remain relatively stable economically, and are not swept up into the effects of the global collapse crisis, these countries represent huge markets for Laos and for other sovereign ASEAN nations, and a 50- to 100-year development perspective offers huge opportunities, especially for our small and medium-sized industrial firms.  
    SEAWAPA is essentially a road-map to post-scarcity, without oligarchs sided “World Trade Organization” and it’s the leap forward to plasma fusion energy. Once archived, nuclear power will become obsolete and the plasma fusion energies will open big window to space to universe of possibilities and exploration without the corporate oligarch system as it will create a model of global share and partnership independent to location and leadership.

    These natural processes will depend on us, the people to contribute to and work toward ourselves, lest we resign our future to tired oligarchs intent on maintaining social, financial and geopolitical domination.

    INITIAL SEAWAPA DEVELOPMENT

    Point to Point (P2P) technology eliminates water, food and material scarcity, thus the more water, food and material are in demand, the more need to deliver freshwater, raw material and power to produce them.

    As economic policy, this project will use abundant unexploited raw materials available onsite, the more importantly, everything involved on sustaining life which we usually take for granted, the very air that you breath, the very drop of water that we use, will have to be better managed. Again this is not the choice we have before us, with decades of economy catastrophe culminating with the rapid collapse of the trans-Atlantic economic system, the only way that we will make up for the long term effects of standing still in our level of technology while the universe itself continues to go forward, will be to make huge leap in technology and huge increases in energy flux density per person and per square kilometer of our system. We don’t have the choice to go backward.

Once completed, freshwater in these areas will be the most important asset for generations that will come after us. This is a small project if we look at it somewhere from the Cosmos down to small dot of planet Earth.

    And in term of international policy, instead of working separately, we will cooperate with our neighboring countries and even Russia, Pakistan, Afghanistan, India, the US, and the newly regained sovereign nations of Europe and all the South West Asia countries will be a much better way to defreeze the Mekong river basin plan.     SEAWAPA KEY BENEFIT and ENVIRONMENT IMPACT

    CHEAP ENERGY FOR LONG RUN

    Economic benefits of hydropower plants are much greater than the nuclear power plants. Water is free compared to the use of uranium or plutonium. The hydropower plant use less personal to run. The nuclear waste has to be disposed properly. Water is renewable. The Mekong and its tributaries dams system will be equivalent to at least 10 average nuclear plants, but without radiation risk and without high running cost. 

    FLOOD AND DROUGHT CONTROL 

    The water collection, transfer and distribution and recycling for maximum usage throughout the entire land will dramatically regulate flood and drought as water is stored during rainy season and released to be emptied at the end of dry season to prepare maximum room for rainy season or a long term planning for high rate of runoff from post Ice-Age era.

    NAVIGATION

    Before the construction of the dam(s), ships cannot go up the rapid and low lying basin except some tourist boat that surf dangerously between sharp rocks. After the completion of the dams, the draft will become so much deeper and the current slower; the major ship can navigate all the way from the ocean to Upper Mountain. As a result of that, many cities along the river will become seaport and the population will triple in the next 20 to 30 years.

    FISHERY PRODUCTS

    Because there is more water inland all year round, aquaculture will explode to create massive fishery surplus as well as fishery related products, freshwater fish studies and showcases.

    RENEWABLE ENERGY

    Hydropower is a renewable energy and is the ideal source of energy compared to coal, oil, solar, nuclear and winds: No fuel cost No shipping cost Nonpolluting No waste produced High initial installation cost, cheap running cost.

    ENVIRONMENT IMPACT

    1. Reservoir sedimentation: The average rate of silting is 1% per year for reservoirs in the world. Without proper sediment control, a dam may eventually become a waterfall. But, when properly designed and managed, the muddy water will never fill the reservoir with mud. The Mekong Dams will have a very large discharge. The equilibrium will be reached in time and sedimentation will be naturally discharged or settled to create clear, blue water reservoirs.
    2. Inundation: The basin increase is limited in upper stream. The reservoir will not affect future amount of rainfalls. 
    3. Resettlement of people or relocation of historical sites: Laos is in developing stage with smaller number of population to develop itself. If applying environment and ecological rules like Europe and the USA missed it in its industrial evolution period, Laos will be stalled. Resettlement will be studied with the possibility of using customizable mobile, self-sustained habitats, with thermal comfort or floating homes and utilities, so personnel can be easily relocated with and near the working site for management efficiency.
    4. Fish migration: Fish extinction is environmentalist lies for non-developments of third world nations. They say dam constructions will stop fish migration upstream and fish will be extinct. In fact, it is a policy of the “British Empire” for industrial monopoly including fish products for their own consumption. Many Asian supermarkets freezers in developed Nations are filled with Mekong overpriced fishes. Vietnam, Cambodia and now Thailand do not even have enough food for their poor part of population developments but been forced to export most of them cheaply to the Empire market. Nothing to do with fish migration as the dams will stock more freshwater to exponentially increase fish stocks for landmass development which the Empire invisible hands will have less control.
    5. Food security:  There is more population in many parts of the world especially in and near freshwater basin so the demand in food is greater. Water distribution is necessary and essential for land development to feed these people. 
    6. Changes in scenery and biodiversity Conservation areas: At the developing phase, scenery will be modified but not destroyed. Once the dams are completed, new sceneries will be transformed from developing phase to completely developed scenery. New city, with ports, entertainment and sports complex, ready to host international sport events such as Summer Olympic (Zionist weapon of mass distraction to control the working classes)

    Phase two, increasing energy flux density, per person, per square kilometer


    Above all, planning is the key to success. What we are doing today is for the generation who will come after us. What we are going to do in 2012 beginning today to determine what projects we should develop is for the next generation. So that by the end of this century, when there are 50 million next generation of Lao children, that there will be available to them, land and water and light and power, and resources and places to live, and places to rest, and places to work, so we should salute this project today and we salute those who make it possible, and we look to the future, and we look to the past, and we commit ourselves in 2012, not only to celebrate this project, but to move ahead in all the area, stretching from South to North, West to East in building this country up.
     
    Every member of Government, everyone in the executive branch, in the field of natural resources & Environment will have the plan during their period of administration or in office, for the next generation. Because no project that we plan today will be beneficial to us, anything we begin today is for those who will come after us and such as those who began some 40-50 years ago make possible for us to be here. I hope we will fulfill our responsibility for the next generation that going to follow us. Those people who come here from abroad, what they will want to see is the Mekong, 10 years from now, they want to see this project and I hope in space and on the ground, this country will continue its march forward.
     
    The secret of the development is the control of freshwater, and whether we use it for power, or for irrigation, or for whatever purposes, no drop of water received in Laos should flow into the Ocean without being used and re-use, to do that require the dedicated commitment of the Lao people, working with ASEAN people, with Chinese, with Japanese, with Koreans, with Indians, with Russians, with good Australians, Good Africans, Good Europeans, with good Americans north and south and other sovereign nations on this planet, who will have such an important equity in the richness from this part of the world. We will triple the healthy, well-educated and creative population of this country in the short space of 20 or 30 years.
    And we want those who come after us to have the same rich inheriting that we find now in Lao people. And I see the closest in relationship between the strength of Laos here at home and the strength of Laos people around the world. There is one great natural development, here in Laos which had on its own way the greatest effect upon the position of influence and prestige of ASEAN on almost any act we will do on the Mekong Basin. Nearly every leader of every emerging country that will come to Laos and will wants to see the Mekong Basin Dams. Because they will want to see what we will be able to do with the most poverty ridden section of ASEAN in the short space of 30 years, by the wise management of our resources.
     
    We will need to establish an international joint commission for SEAWAPA with first order of business to strategize redirection of British Environmental efforts. The construction itself will be fully studied and the detailed engineering survey be conducted upon it. Conferences need to be organized. The SEAWAPA should be a concern to all ASEAN nations for our own food security, for the generations that will come after us to have schools, hospitals, a place to sleep, work, and above all to progress further.    
     
    There are several interesting correlations to consider with the shift in paradigm that has occurred in the U.S. over the last 40 years from an economy based on physical production, advanced by science and technology, to an economy based on monetarism and it’s contagion, speculation. These have to do with literal “downstream” consequences of the rampant speculative real estate development which has been a primary factor in the financial and economic breakdown crisis we are currently experiencing.    


     
    There has been an alarming transformation of hundreds of thousands of acres of inherently productive agricultural land, that had a high intrinsic value, in ratio to it’s ability to produce food and fiber, into residential and recreational property which, in most cases has rendered that land not only useless for agricultural purposes but in many, subdivided land has become an actual detriment to adjacent and downstream property. Ironically, the process has come full circle with the crash of the real estate bubble and the much higher speculative value, which was based on marketing desirable features such as a rural location, pastoral setting, creek frontage, forest, green grass, beautiful view and the like, has all but disappeared.    


     
    Agricultural land that had a useful ongoing productive value, through the process of excessive speculative development, made possible by deregulating the banking industry with the repeal of the Glass-Steagall Act in 1999, in many cases has been transformed, en mass, into land that actually, as a whole, has not only been financially destructive to the economy but has become physically destructive as well.    

      I am personally aware of instances where farmland around the perimeter of the Phoenix Metroplex that sold for as high as $500,000 per acre during the peak of the frenzy. That would be approximately 100 times the current price of irrigated farmland. In the wake of the speculative bubble much of that land has reverted, through the process of foreclosure and sale on the auction block, to something much closer to the price of farmland. Its speculative value evaporated in reality, but is still allowed, by congress, to be considered an asset on the books of speculative banks. Something that doesn’t exist in reality is considered to have a delusional monetary value.


    THE BASICS


    I’ll explain. This has mainly occurred through the subdividing of agricultural land typically in fertile river valleys and adjacent elevated land with a view. The trend started with suburban farmland in the late 50’s during the post war boom and steadily progressed, then dramatically accelerated in the decade preceding the collapse of the real estate industry in 2007.  


     
    Of course many cities and towns are situated in river valleys for the obvious reason, being proximity to a water source to support people, agriculture and industry. There was a natural progression, population was increasing, and continuing development of land was necessary. The logic was reasonable; just expand the city or town like rings on a tree.  


     
    Typically, adjacent land was devoted to agriculture. Through the implementation of more extensive water distribution systems, people in agriculture could relinquish their land adjacent to cities and towns to commercial and residential developers and move further out in wider concentric circles. Farmers and ranchers could receive many times the price of agricultural land that could finance the purchase and development of parcels in these outlying areas. It’s worth noting here that this is not always the case, especially in the last 10–15 years. The proceeds from the sales of certain agricultural properties have been virtual windfalls that have provided the funds for the owner’s retirement and children’s inheritance. There is little or no incentive to continue in what is typically a difficult and risky business.  

     
    Water devoted to agriculture could be used to support people and commerce. Thus, the lands highest and best use was to provide space for commercial and residential development that had, at least, equal intrinsic economic value. Simply stated, economic value could be considered to be anything that is either essential to or contributes to the survival and thrival[1] of human beings, and life in general which should be the prime objective.  


     
    This was a workable strategy as long as there was viable land and water available. The reality is, this is no longer the case and over the last forty years thousands of square miles of agricultural land have been taken out of production and the water that supported it diverted to other uses without being adequately replaced. In many cases of irrigated farmland, subdivided for residential and/or recreational purposes, there are consequences that seem to have gone relatively unnoticed or at best, not fully understood and addressed.



    Subdivision and Irrigation


    Typically, when a parcel of rural land is subdivided water rights are relinquished. Where water is in short supply deficiencies in the system are supplemented, in which case the right gets absorbed and doesn’t continue to exist per se. In certain cases the right can be reallocated and purchased. In areas where water is relatively plentiful, unused water that has not been reallocated remains in the drainage system. It’s common for this to occur. In order for these water rights to be effectively redistributed there would need to be available irrigable land. This would require the extension of an existing system or the creation of a new system, which can be cost prohibitive to an individual or small group.  


     
    The reason developers relinquish water rights can be both physical and financial. For example, in most cases in outlying areas, city type sewer systems are unavailable or cost prohibitive and an individual sanitary sewer system with a drainage field has to be constructed on every new lot. Most designs are not compatible with mass irrigation and those that are tend to be very expensive.  





    From a financial perspective, the cost of subdividing water rights and reorganizing an irrigation system that was designed to spread water over, say a 100-acre field, into one that serves 20 five-acre parcels is usually cost prohibitive. It has been done but it’s not the rule. Where it has been done the systems tend to be difficult to manage and are often not used, generally because it requires too much time and effort on the part of the recreational landowner.    

     
    The lack of irrigation, particularly on land that has been cultivated, has a direct consequence on the property itself, especially in the wake of the recent collapse of the real estate development industry where major subdivisions lay deteriorating unattended.    


     
    These outlying properties can be typically 2, 5 or 10 acre parcels or larger that can no longer participate in existing formal irrigation systems, many of which were implemented as a result of the National Reclamation Act of 1902 and within the scope of FDR’s water management projects. The only alternative for irrigation is to drill a well that has enough volume to make a difference. This usually isn’t feasible due to the initial cost of drilling, the pumping system and the subsequent cost of operation. The result of the lack of irrigation is that land tends to deteriorate to the point that it will only support detrimental grasses and weeds that spread to surrounding land. If the property is being used as a hobby farm, overgrazing is common which exacerbates the problem.    


     
    The circumstances described above are not isolated cases here and there. One can find these conditions in every area of the country. The issues I am bringing up for consideration are not intended to be an argument against developing desirable property on which people can live and work. My purpose here is to focus attention on what might be called unrealized, indirect consequences resulting from land development essentially driven by excessive speculation.    

     
    With perhaps certain exceptions, where land was only platted without the construction of infrastructure, it has been rendered useless for agriculture. There can be little or no reclamation due to the loss of the water right and the cost of remediation. In particular cases, developed subdivisions and even large-scale master-planned communities lay dormant and deteriorating and require remediation even for their intended purpose.    


     
    There are two problems that have a circular reference and both deserve immediate consideration. The most apparent of these should be the loss of productive farmland that has not been replaced, which is alarming enough, but also the fact that during the years with the most decline, 1997-2007, in which there was a net loss of 33 million acres or 51,500 square miles, we needed to be adding 45 million acres of arable agricultural land to support the increasing population of the country, let alone any consideration for reserve or export. The result has not only been the reduction of food reserves in the U.S. and the world (down to 1-2 months) but a growing dependence on foreign countries for food and fiber. This is becoming extremely relevant in the wake of recent weather events that have and continue to impact agriculture negatively, not just in the U.S. but also worldwide.


    Flooding


    The second problem is not as obvious but deserves equal attention and that is the problem created by runoff resulting from the changes required to subdivided land that can exacerbate downstream flooding that was heretofore being, at least to some degree mitigated by the flood control mechanisms of organized irrigation projects. One thing that may not be fully understood is that organized irrigation systems not only distribute water to crops but can also act as the final component of flood control. During rain and/or runoff events from snowmelt, water can be distributed over broad expanses of agricultural land, which reduces the volume in the river or creek channel from which it is drawn. Even in the case of major recent events, where land is saturated and/or subjected to deluge, flood energy can be dissipated and deferred to some degree.    


     
    This issue may be a more complex challenge than replacing farmland given land development projects completed in the last 25-30 yrs. are typically designed to handle 100 year flood events but feed into older drainage systems that have not been effectively modified to handle increased volumes. This is an area where further investigation needs to occur and creativity applied to solutions that better manage flood control in concert with new methods of redirecting existing water resources to productive uses. It is my contention that the extreme flooding that we have witnessed in various areas of the country especially in the more developed areas has probably been exacerbated by the circumstances and conditions I have described above. I’m proffering these observations for consideration to those civil engineers and hydrologists who may be able to add to the discussion.    

     
    NAWAPA will provide all the water necessary to replace and expand agricultural land in the U.S., Canada and Mexico. It will also provide the platform for the study, development and application of biospheric engineering methods and technology needed to address the problems discussed above while in the process of laying out and developing whole new regions of agricultural land and attending cities and towns.

So it is time to correct act of stupidity now. Humankind’s harmony with nature in is his ability to raise it to higher and higher levels of awareness, and consequently our actions harmonize nature’s ability to be raised to higher and higher levels to serve man.
     
    This brings our species closer to completely managing the biosphere as a whole, increasingly giving us the power and ability to leave this planet in search of taking our graceful art of Bioengineering to remote distances. SEAWAPA will be our first step in accomplishing that goal.

    BUILDING SOUTHEAST ASIA

    Create new democratically elected government, based on content of their characters rather than by hereditary or wealth to be accepted by international communities.  To legitimately establish a government that has the power and protection necessary to preserve unity and harmony and to establish guardians for all these laws with the power necessary to provide for the general welfares, than the President and his team who should have the best qualification for each subject, chosen from all parts of the Nation to participate on the daily council of him and his councilor are to represent all of the inhabitants of the Nation. The Councilor should be appointed to each task by agreement at the Central General meeting. They should be publicly bounded, legally, by oath, to speak out openly for the public good.

    3.    ASEAN Credit Development

    The Creation of economic infrastructure: The mission of the newly established government is to dedicate to form a perfect ASEAN union, abolishing the link with IMF, World Bank, Free Trade and Environmentalist lies which are the “British Empire” dominated monetary system. To establish the new international fix exchange rate credit system with the support of China, Russia and the US and to give power to national banks, no one else, to grant a national blessing by empowering Laos people with the mighty heaven to invest in productive power by means of honest credits to build large scale modernized infrastructures, by means of using its own national raw materials to produce high value products and services for export, the real value of economies. In the meantime, separate the legitimate commercial banking system from the Wall Street type debts, derivatives, and all the purely private speculative gambling losses. Once that done, they will be in the state of bankruptcy and our obligation will far outpace our assets so we have to recapitalize the legitimate banking establishments as Franklin Roosevelt did and make good of that new debt by immediately putting to use by increasing the household income of people and the high gain capital intensive project typified today like what we are doing with SEAWAPA.

    4. Land Development

    To bring Laos to a new level of World Competitiveness with self-sufficient economy without slavery

    Underground development


    To build a modern, state of the art new cities that is capable of sustaining quakes, floods, droughts, diseases, volcanic explosions and approaching Ice-Age under the name of ULA Project (Under Lao Aquifer) based on clean energy usage, to attract multi-national corporations and foundations to establish in the new cities. The processes will be paid by the extraction of natural resources, licenses and contracts needed in further developments and to build the solid foundations for the next two developments. Based on shape and size of Beijing Bird Nest Olympic Stadium, the building will include all necessary utilities to support life, safeguard world intellectuals and species for 20 years for the continuation of civilization, with air and water filtered by aquifer above it using latest technology based on International Space Station technologies. Other nests can be added next to it with automatic doors to isolate it from other nest in case of an emergency but fast transit transport system can be built throughout. Artificial aquifers can be dramatically increased using same building principle. Space port will be added to be able to continue the International Space Station program during crises.

     
    For transportation purposes, after protective laws and high tariff are in place, the first step of the program will be to complete the 460 km rail links between Vientiane and Chinese city bordering Laos. Today the only shipping road is to the Golden Triangle with basic handling capability. For the greater density of goods to be shipped, the rail link must be build. Second step will be the 4 lanes highway (with nothing between the lanes) that link between Luang Prabang, Vientiane and Vinh Ports in Vietnam to use as a main entry point for Lao developments and for Pacific oriented market. Today, in this area of Vietnam, many ports are far from full potential usage.    

    Surface Development

    Develop WHOW Project in Laos (World Heritage Of Freshwater) with collaboration of the SEAWAPA project (Southeast Asia Water And Power Alliance) including the cooperation with China to reverse the flows of the Mekong during monsoon season and make it navigable. To cooperate with neighboring countries, Thailand, Cambodia, Vietnam, China and Burma to supply them all year round of Freshwater and trade with them for their natural resources. To ask Thailand to create canals from North of Bangkok to transfer, distribute or discharge water to lower Mekong just before the flow reversal and to Cambodia and make it navigable.  
    With the raw materials of under land development:

    To integrate it to AWAPA (Asia Water And Power Alliance) and NEAWAPA (Northeast Asia Water And Power Alliance) to complete ground Earth Water distribution networks. 

    Create floating and customizable cities on Water reserves to maximize the investment including floating nuclear plans, industrial estates, farms and fast transit system that move with water level.   

     
    Upgrade and modernize newly defined non conservation areas below WHOW Project to use the maximum of its kinetic and gravity energy at international standards including nuclear plans, industrial estates, space and science centers, vertical farming and modern cities with fast transit systems.

    Over Land Development:

    In major cities, build skyscrapers, infrastructures, using the underground foundations and energy from land development for high energy flux density per person and per square kilometer with latest technology and automation. Skyscraper buildings shape has to be standardized in order to mass-produce them, with the same principle as for the under land development, double layers egg-shape buildings that inter-connect, top-bottom, west-east and from north-south and to locate them to a specific place to create more reservoirs by concreting between the specific egg-scrapers. Wind turbines to be added between buildings to create artificial air flow and water cycle.    

    5. ASEAN hub creation

    Globalization is now collapsing under the Euro policy controlled by Europe Oligarch society by looting other European countries and under developed countries, the financial looting run from London and similar places such as Wall Street. Do we have the ability to stand up to build a new currency by learning from the Euro mistakes? That is the question we have to ask the Chinese, they may want to be the New World Empire using South East Asia like the British exploited Western Europe from the fall of Berlin Wall to the fall of the Euro.   

    6. ASEAN credit system integration

    7. Avoiding conflict

    If you have never found something that is so dear and so precious to you that you will die for it then you aren’t fit to live. You may be young or old and one day some great opportunities will stand before you and call upon you to stand up for some great principles, some great issues, some great causes, you refuse to do it because you are afraid. You refuse to do it because you want to live longer. You’re afraid that you will lose your job or you’re afraid you will be criticized; that you will lose your popularity. Or you’re afraid that somebody will stab you or shoot at you or bomb your house so you refuse to take the stand… Well, you may go on and live until you are 90, but you are just as dead now as you would be at 90 and the sensation of bravery in your live but the later announcement of the early death of the spirit. You die when you refuse to stand up for your right. You die when you stand up for truth. You die when you refuse to stand up for justice.  To eradicate Empire from the face of the planet, the system of Empire, imposing people to believe and accept Empire, to enslave people in any corner of the world, its long Wars and the genocides. Its emblem: The love and control of Money.  The oligarch society continues to be strong when the rest of the society gives up.

We look to defense the planet together from the top down and we take the threat from space, from extreme weather and from silly nations play war games and incorporate them into one system which will defend mankind as a whole.

    8. East Asia development and the great pacific alliance integration
    China had transformed itself and is unstoppable by the British Empire. With Putin smart move in October 2012 to be Russian President than the cooperative partnership, Russia-China, in science and technology such as nuclear, space, rails and natural resources explorations in the Arctic, East Asia will be the new challenges of post “British Empire” Maritime dominations. Russia and China is opening up new trade route through North by land and by sea through the Arctic creating a complete new view of geopolitical map with new modern, civilized technologies already exist in these regions. 

    This is not sufficient when Ice-Age arrives, new warmer routes should be created from South China to Laos, Thailand, Myanmar, Afghanistan, India, all the way to Africa where will be like Canada during Ice-Age. The other missing ingredient for the Great Pacific Alliance after the implosion of the Atlantic Alliance is the United States, who, under the present Presidency and his controller, is only perfectly qualified not for president, but for the 25th amendment, section 4 of the US constitution, he is certifiably insane not to mention of being a British tool (he was financed by Wall Street Banks during his election campaign) is pulling all nations down with the sinking transatlantic ship caused by the European system of Bail out, a policy of Bernanke’s Federal Reserve and the IMF, the oligarch society financiers which is the continuation of the Roman Empire. Europe is “British Empire” Colony up to Russia frontier.

    The Alliance of Russia, China and the US will eliminate any change for the “British Empire” and its Alliance surviving, including the Euro and the Oligarch system.
    What are ASEAN and South Asia politicians positions right now in the development progress are simply working for the “British Empire” who only cultivates the conflict between countries since first European visits for backward development, in addition by inducing each nation individually to destroy themselves from within and at the same time looting ASEAN Nations of natural resources, treasures and enslaving people with the US tax payer money helped by many US Presidents who was financed by Wall Street and controlled by British Royal Family and others through different organizations.

    • Third, organization loyalties, getting along with people, etc. will be considered just important as thinking.
